Carsharing business models in Germany: characteristics, success and future prospects

Carsharing provides an alternative to private car ownership by allowing car use temporarily on an on-demand basis. Operators provide carsharing services using different business models and ownership structures. We distinguish between cooperative, business-to-consumer (B2C) roundtrip and one-way, as well as peer-topeer (P2P) carsharing. This paper characterizes these different types of business models and compares their success in terms of diffusion using a comprehensive database of all 101 German carsharing providers in 2016. The research paper describes the main legal challenges for regulating the collaborative economy and evaluates the definition of, and elucidates how the existing body of EU law applies to collaborative economy business models. In the last part, the paper elaborates on how a regulatory framework for non- professional provision of services and prosumers should look like and makes a few concrete proposals for future policies. This paper was commissioned by the Policy Department A for Economic, Scientific and Quality of Life Policies upon request of the European Parliament ́s Committee on the Internal Market and Consumer Protection.

Yet their use has not always achieved the desired effects. By reviewing the case of tracking apps, this contribution aims to take stock of the role of technologies and the private sector during the pandemic emergency and to reason about the causes of their failure.
